John Howard - old, dishonest and buying dominance

A June 2007 commissioned confidential report, "Federal State of Play - Oz Track 33", informs the Federal Liberal and National parties that their leader John Howard is seen by voters as "old and dishonest" and that the Howard Government has "bought" dominance over water policy.
